Spoken formatting on Windows

Spoken-formatting work has been implemented and pushed into the Windows V3 candidate. The command and symbol handling now follows the shared Android symbol table, including quotation marks and dashes across the nine supported languages. Voice Commands off is checked separately so ordinary words remain ordinary dictation.

The latest signed rebuild also protects email addresses from unwanted capitalization and spacing, preserves decimal commas and handles spoken German decimal commas with Voice Commands on. A mark written by the speech model is preserved rather than expanded back into a word.

Updated 19 October 2026. Completed and pushed work is documented in the Windows changelog. The latest rebuild still needs its final VM acceptance check; public V3 availability is pending and no release date is announced.
